I got a 23 on my ACT. Should I retake it? ?

I am ranked 49 out of a cl of 521 students and have a weighted GPA of 4.917. I got a score of 1810 on my SAT, which I retook. I basically take a whole bunch of AP cles, but this year I'm barely ping calculus. I take a whole bunch of science cles and am co-editor of my school's newspaper. Based on this info, should I retake the test? I'm trying to get into UT at Austin and Baylor.
