Does this article have anything to do with politics?

Illegal immigration is certainly considered a political issue. The conservative might say that leaving bottles out there is not only littering, but giving a way for illegals to make the trip, therefore encouraging people to try (ie. if they thought they would die, that is a deterrent). On the liberal side, one might say it is a humanitarian issue and no one show die when it is so easily preventable. Leaving bottles of water is not littering because they are left for use, a practice that is used in Mexico and other places in desert areas.
