Why am I having problems sending e-mail to someone in Tanzania?

could be the problems they have been having with Internet lines being cut in that part of the world! I know it is messing up the info transfer in Middle East, but maybe they are re routing some of the e-mail through the African area. Or it could be because of the unrest in that part of the world. Maybe the Internet is not working there because of damage due to unrest in Africa. There has been alot of it lately!
